Yes, that's right. Clipless pedals shouldn't hold your feet in a vice-like grip, because that will play havoc with your knees before long. There must be a certain amount of play, a certain amount of sliding around, while your foot still remains clipped in.
I heard experienced cyclists say in the past, it felt as if their feet were "sliding around all over the place" when they first used clipless pedals with a lot of float, though I didn't experience that when I changed from toe clips to clipless years ago. I think it's more likely that pedals without any float will be uncomfortable to ride.
In any case, it's something that one really needs, and you get used to it in no time (if you even notice it in the first place).
