The only way you can find out is if you ask her. Ask her out to lunch / tea/ study group and just ask her bluntly. Tell her you think she led you on if she says the same thing again and if she still wants to be your "sister" tell her ok because there has been a really hot girl into you and you were wondering if, as a sister, she would approve if you go out with this "other" girl! That should yank her chain a bit.
